बड़ी खुशी का दिन, 75 प्रतिशत लोकल रोजगार कानून देगा युवाओं को सुनहरा भविष्य - दुष्यंत चौटाला

चंडीगढ़, 6 नवम्बर। दीपावली पर्व पर हरियाणा के युवाओं के लिए शनिवार का दिन बड़ी खुशी लेकर आया हैं क्योंकि जननायक जनता पार्टी का हरियाणवी युवाओं से किया गया बड़ा चुनावी वादा पूरा हो गया है।राज्य सरकार ने ‘हरियाणा राज्य स्थानीय उम्मीदवारों को रोजगार अधिनियम, 2020’ की अधिसूचना जारी कर दी है। यह कानून शनिवार यानी 6 नवम्बर से लागू हो गया है। कम्पनियों को अपने कर्मचारियों के बारे में जानकारी देने के लिए 15 जनवरी तक का वक्त दिया गया है।उपमुख्यमंत्री दुष्यंत चौटाला ने कहा कि निजी नौकरियों में राज्य के स्थानीय युवाओं को 75 प्रतिशत आरक्षण देने का कानून बनाना वास्तव में हरियाणा के इतिहास में एक क्रांतिकारी कदम है जिसे लागू करने का साहस वर्तमान सरकार ने उठाया है। यह जजपा का चुनावी वायदा भी था। उन्होंने कहा कि इससे प्रदेश के कुशल, अर्धकुशल व अकुशल युवाओं को अपने ही प्रदेश में अच्छा रोजगार मिलेगा। डिप्टी सीएम ने आज ‘हरियाणा राज्य स्थानीय उम्मीदवारों को रोजगार अधिनियम, 2020’ की अधिसूचना जारी होने पर ट्वीट करते हुए बताया कि उद्योगपतियों के सुझावों पर इस कानून में कुछ बदलाव किया गया है जिसमें अब 50 हजार की जगह 30 हजार रुपए तक की निजी नौकरियों में प्रदेश के युवाओं को 75 फीसदी आरक्षण का लाभ मिलेगा। उन्होंने बताया कि हरियाणा के मूल निवासी को ही योजना का लाभ मिलेगा। दुष्यंत चौटाला ने जानकारी दी कि उद्योग एवं वाणिज्य विभाग के उपनिदेशक स्तर के अधिकारी इसकी निगरानी करेंगे। उन्होंने बताया कि ईंट-भटों पर यह नियम लागू नहीं होगा, क्योंकि इस तरह के श्रमिक हरियाणा में कम उपलब्ध हैं।

उन्होंने बताया कि आईटीआई पास युवाओं को रोजगार में प्राथमिकता मिलेगी।दुष्यंत चौटाला ने बताया कि अगर कोई कंपनी, फैक्टरी, संस्थान, ट्रस्ट अपने कर्मचारियों की जानकारी छुपाएगा तो उस पर जुर्माने का प्रावधान है। उन्होंने बताया कि निजी सेक्टर में पहले से कार्यरत किसी भी कर्मचारी को हटाया नहीं जाएगा। उन्होंने विस्तार से जानकारी दी कि 30 हजार रुपए तक की नौकरी वाले हर कर्मचारी को श्रम विभाग की वेबसाइट पर अपने नाम का पंजीकरण कराना होगा। यह पंजीकरण नि:शुल्क है, इसकी जिम्मेदारी संबंधित कंपनी, फर्म अथवा रोजगार प्रदाता की होगी। जो कंपनी अपने कर्मचारी की सूचना पंजीकृत नहीं करवाएगी उसे ‘हरियाणा राज्य स्थानीय उम्मीदवारों को रोजगार अधिनियम, 2020’ के सेक्शन-3 के तहत 25 हजार से एक लाख रुपए तक जुर्माना किया जा सकेगा। अगर फिर भी कंपनी कानून का उल्लंघन करती है तो उसे हर रोज पांच हजार रुपए का जुर्माना लगेगा। उपमुख्यमंत्री ने इस कानून को प्रदेश के युवाओं के लिए तोहफा बताते हुए कहा कि उन्हें विश्वास राज्य सरकार का यह कदम युवाओं के लिए सुनहरा भविष्य लेकर आएगा।

Chandigarh, 6 November. On the occasion of Deepawali, Saturday has brought great happiness for the youth of Haryana as the big election promise made by Jannayak Janata Party to Haryanavi youth has been fulfilled. The state government has released the notification of 'Haryana State Employment to Local Candidates Act, 2020'. This law has come into force from Saturday i.e. 6th November. Companies have been given time till January 15 to give information about their employees.

Deputy Chief Minister Dushyant Chautala said that making a law to give 75 percent reservation to the local youth of the state in private jobs is indeed a revolutionary step in the history of Haryana, which the present government has taken the courage to implement. This was also the election promise of the JJP. He said that with this, skilled, semi-skilled and unskilled youth of the state would get good employment in their own state.

On the issue of notification of 'Haryana State Employment to Local Candidates Act, 2020', the Deputy CM tweeted today that some changes have been made in this law on the suggestions of industrialists, in which now private jobs up to 30 thousand rupees instead of 50 thousand. The youth of the state will get the benefit of 75 percent reservation. He said that only the natives of Haryana would get the benefit of the scheme.Dushyant Chautala informed that the officers of the level of Deputy Director of Industries and Commerce Department will monitor it.

He said that this rule will not be applicable to brick kilns as such workers are less available in Haryana. He said that ITI pass youth will get priority in employment.

Dushyant Chautala said that if any company, factory, institution, trust hides the information of its employees, then there is a provision of fine on it. He said that no employee already working in the private sector will be removed.He informed in detail that every employee with a job up to Rs 30 thousand will have to register his name on the website of the Labor Department. This registration is free, it will be the responsibility of the concerned company, firm or employment provider. The company which does not register the information of its employee can be fined from 25 thousand to one lakh rupees under section-3 of the 'Employment of Haryana State Local Candidates Act, 2020'. If the company still violates the law, then it will be fined five thousand rupees per day. Describing this law as a gift to the youth of the state, the Deputy Chief Minister said that he was confident that this step of the state government would bring a golden future for the youth.
