सिरसा नगर परिषद में किस कद्र अंधेरगर्दी मची हुई है, इसका जीता जागता उदाहरण प्रोपर्टी सर्वे में हुई गड़बड़ी से लगाया जा सकता है।प्रोपर्टी सर्वे में गड़बड़ी की वजह से सिरसावासी भारी परेशानी झेल रहे है, लोगों को अपनी ही प्रोपर्टी पर अपना हक साबित करना पड़ रहा है। सर्वे एजेंसी द्वारा गलत डाटा फीड करने का खामियाजा आमजन को चुकाना पड़ रहा है। नगर के प्रोपर्टी डीलर नगर परिषद के कार्यकारी अधिकारी का पुतला फूंक रहे है। मगर, नगर परिषद के अधिकारी प्रोपर्टी सर्वे करने वाली एजेंसी को आज भी बचाने की कथित रूप से कोशिश कर रहे है। चूंकि सीएम विंडो पर सर्वे करने वाली एजेंसी की शिकायत करने पर नगर परिषद के अधिकारी मामले की जांच करने और दोषी के खिलाफ कार्रवाई करने की बजाए एजेंसी को ही शिकायत के निपटान के लिए आग्रह कर रहे है।शहर के प्रमुख आरटीआई एक्टिविस्ट भीम सैनी निवासी पटेल बस्ती ने शहर में प्रोपर्टी सर्वे का कार्य करने वाली एजेंसी के कामकाज की खामियों को जानकार एक अक्टूबर 2021 को सीएम विंडो खटखटाई थी। जिसमें सीएम से आग्रह किया गया था कि सर्वे एजेंसी के कर्मचारी गलत सर्वे कर रहे है। उनकी ओर से प्रोपर्टी का सबूत जुटाए बगैर ही डाटा फीड किया जा रहा है। जिन जगहों पर किराएदार अथवा कब्जाधारक है, उन्हें प्रोपर्टी का मालिक तक दर्शा रहे है। इसके साथ ही सर्वे के दौरान प्रोपर्टी के साइज को लेकर भी अनुमान के आधार पर डाटा फीड किया जा रहा है। प्रोपर्टी की मलकीयत के दस्तावेज जांचे बगैर प्रोपर्टी रिकार्ड तैयार करने से विवादों को जन्म होगा। सीएम कार्यालय से यह शिकायत 4 अक्टूबर को उपायुक्त कार्यालय पहुंची। यहां से इस शिकायत को सिरसा नगर परिषद को भेजा गया। बीती 6 अक्टूबर से यह शिकायत नगर परिषद के ईओ के पास लंबित है। डेढ़ माह नगर परिषद की ओर से 22 नवंबर को शिकायत के निपटान के लिए सर्वे करने वाली एजेंसी 'याशी कंस्लेटिंग सर्विस प्रा. लि., जयपुरÓ को पत्र लिखा गया है। जिसमें ईओ सिरसा की ओर से कहा गया है कि इस बारे में नियमानुसार कार्रवाई करते हुए शिकायत का निपटान करें। शिकायतकत्र्ता के साथ-साथ उन्हें भी इस बारे में सूचित करें। बड़ा सवाल यह है कि सर्वे में खामियां बरतने वाली प्राइवेट एजेंसी क्या अपनी गलती स्वीकार करेगी? क्या प्राइवेट एजेंसी पर सीएम विंडो निपटाने की जवाबदेही है? जिससे शिकायत होगी, क्या उसे शिकायत दूर करने के लिए कहा जाएगा? सवाल यह है कि क्या सिरसा नगर परिषद के अधिकारियों को प्रोपर्टी सर्वे के मामले में लोगों की शिकायतें दिखाई नहीं दे रही? क्या कार्यालय में लोगों का रोज लगने वाला जमघट दिखाई नहीं देता? क्या प्रोपर्टी डीलरों का विरोध-प्रदर्शन और पुतला दहन भी दिखाई नहीं पड़ता? क्या सिरसा नगर परिषद के अधिकारी आज भी प्रोपर्टी सर्वे करने वाली एजेंसी को पाक-साफ समझते है? यदि सर्वे में खामियां बरती गई है तो एजेंसी के खिलाफ कार्रवाई करने से हिचक क्यों? क्या संदेश देना चाहते है नगर परिषद सिरसा के ईओ?

विवादों का घर बन चुका है प्रोपर्टी सर्वे

जनता के पैसे से करवाए गए प्रोपर्टी सर्वे के कार्य की वजह से आमजन के लिए परेशानी ही पैदा की गई है। जो लोग सिरसा नगर परिषद की हद में रहते है। वर्षों से हाऊस टैक्स अदा कर रहे है। जिन्हें नगर परिषद से बकायदा आईडी प्राप्त है। उन्हें भी प्रोपर्टी आईडी को पुन: तस्दीक करवाना पड़ रहा है। तस्दीक करवाने पर यह ज्ञात हो रहा है कि जिस प्रोपर्टी पर आप काबिज है, वह किसी दूसरे के नाम चढ़ी हों! संभावना है कि आपकी 100 गज की प्रोपर्टी को 110 अथवा 90 गज ही दर्शा दिया गया हों। दोनों ही स्थितियों में आपकों को नगर परिषद के रिकार्ड में इसे सुधरवाना पड़ेगा। सर्वे एजेंसी द्वारा की गई गलती को सुधरवाना भी आसान नहीं है। इसमें सुधार चंडीगढ़ से होगा, स्थानीय स्तर पर कोई बदलाव नहीं होगा। इसके लिए आवेदन देना होगा, जेई, एमई, एक्सईएन और ईओ से होते हुए फाइल चंडीगढ़ भेजी जाएगी। वहां से रिकार्ड अपडेट होगा या नहीं, कब होगा, यह भी नहीं पता। आमजन को बेवजह परेशानी में डालने का काम प्रोपर्टी का सर्वे करने वाली एजेंसी द्वारा किया गया है। जिसका खामियाजा आमजन को भुगतना पड़ रहा है। अचरज की बात यह है कि लाखों रुपये शुल्क लेकर गलत काम करने वालों के खिलाफ कार्रवाई करने से सरकारी अधिकारी हिचक रहे है? क्यों?
