प्रधानमंत्री आवास योजना में धांधली का मामला,पहले दी ग्रांट, अब वसूली की कवायद

पंचायत विभाग में व्याप्त भ्रष्टाचार की वजह से चौपटा खंड के गांव राजपुरा साहनी में दो महिलाओं को प्रधानमंत्री आवास योजना के तहत लाखों रुपये की ग्रांट जारी कर दी।नियम विरुद्ध दी गई इस ग्रांट के बारे में शिकायत के बाद अब पंचायत विभाग द्वारा दी गई राशि की वसूली के लिए कागजी प्रयास किए जा रहे है।गांव राजपुरा साहनी निवासी सामाजिक कार्यकत्र्ता शिवशंकर पुत्र भूप सिंह ने पंचायत विभाग द्वारा की गई धांधली पर चोट की गई। उन्होंने पहले आरटीआई के माध्यम से कुछ जानकारी जुटाई और इसके बाद सीएम विंडो पर शिकायत की। शिवशंकर ने बताया कि पंचायत विभाग के अधिकारियों से कथित सांठगांठ कर गांव के अपात्र लोगों को प्रधानमंत्री आवास योजना का लाभ पहुंचाया गया। जिन लोगों द्वारा अवैध कब्जा किया हुआ था, उन्हें मकान बनाने के लिए ग्रांट जारी कर दी। विभाग द्वारा इसी गांव निवासी भतेरी देवी और सुनीता को 138000 रुपये प्रत्येक को जारी कर दिए। नियमानुसार दोनों ही प्रधानमंत्री आवास योजना के तहत ग्रांट की हकदार नहीं थी। सीएम विंडो पर शिकायत के बाद मामला उलझ गया। सांठगांठ कर जिन अन्य लोगों को ग्रांट बांटी जानी थी, उस पर रोक लगा दी गई। पड़ताल की गई, जिसमें यह सिद्ध हो गया कि भतेरी और सुनीता को गलत ग्रांट राशि जारी कर दी गई है। मामले में पंचायत विभाग के अधिकारियों की भी गर्दन फंसने लगी, तब दो लाभार्थियों को बकायदा नोटिस दिए गए। उन्हें 138000-138000 रुपये की राशि सरकार के खाते में जमा करवाने के लिए कहा गया। पहले 28 जनवरी 2021 को पत्र भेजा गया, इसके बाद 8 अप्रैल को और फिर 29 जून को पत्र भेजा गया। मगर, भतेरी और सुनीता की ओर से उक्त राशि सरकारी खजाने में जमा नहीं करवाई गई।नाथूसरी चौपटा के बीडीपीओ ने अब 11 नवंबर 2021 को जिला उपायुक्त को पत्र लिखकर भतेरी व सुनीता से राशि की वसूली के लिए भू-राजस्व घोषित करवाने का आग्रह किया गया है। ताकि ग्रांट की राशि की वसूली हो सकें। बड़ा सवाल यह है कि जो व्यक्ति प्रधानमंत्री आवास योजना के लिए पात्र होगा, उससे दी गई राशि कैसे वसूल होगी? सूत्र बताते है कि जिन्हें ग्रांट राशि जारी की गई वे कई एकड़ भूमि के स्वामी है। अब इसी प्रोपर्टी को अटैच करके दी गई ग्रांट राशि को वसूलने की कवायद की जा रही है।

प्रधानमंत्री आवास योजना के तहत सरकारी खजाने से ग्रांट हासिल करना आसमान से तारे तोडऩे के समान कठिन है। पात्र व्यक्ति तो शायद ही सरकारी योजनाओं का लाभ उठा सकें। ऐसे में अपात्र लोग सांठगांठ कर योजना का लाभ उठा सकते है। योजना के नियमानुसार गांव में पात्र व्यक्ति का चयन किया जाता है। सरपंच और ग्राम सचिव द्वारा ऐसे लोगों को चिह्नित किया जाता है। इसके बाद घर बनाने के लिए किस्तों में राशि दी जाती है। मगर, यदि ग्रांट राशि का कुछ हिस्सा कमीशन में देना तय हो जाए तो अपात्र को भी ग्रांट का लाभ पहुंचा दिया जाता है। राजपुरा साहनी में जागरूक नागरिक शिवशंकर की वजह से मामले का खुलासा हो गया और बंदरबंाट करने वालों को अब छिपने का रास्ता दिखाई नहीं दे रहा?
