हरियाणा के मुख्यमंत्री मनोहर लाल ने प्रदेश में बढ़ते कोरोना संक्रमण के मामलों के मद्देनजर रविवार को प्रदेश के जिला अधिकारियों की वीडियो कॉन्फ्रेंसिंग के माध्यम से बैठक ली और दिशा निर्देश दिए। लघु सचिवालय सिरसा स्थित वीडियो कॉन्फ्रेंसिंग कक्ष में उपायुक्त अनीश यादव, एसडीएम जयवीर यादव, एसडीएम डबवाली राजेश पुनिया, डीएसपी संजय बिश्नोई, सिविल सर्जन डा. मनीष बंसल, उप सिविल सर्जन डा. बुधराम मौजूद थे।वीडियो कॉफ्रेंस के उपरांत उपायुक्त अनीश यादव कहा कि सभी विभागाध्यक्ष यह सुनिश्चित करें कि किसी भी सरकारी कार्यालय में बिना वैक्सीनेशन के कोई भी व्यक्ति प्रवेश न करें, इसके लिए संस्थान के गेट पर एक व्यक्ति की ड्यूटी लगाई जाए तथा केवल वही व्यक्ति प्रवेश कर सकेंगे जिन्होंने कोविड वैक्सीन की डोज ली हो। सभी एसडीएम अपने-अपने क्षेत्रों में पीएचसी व सीएचसी में निरीक्षण करें और स्वास्थ्य सुविधाओं की जानकारी लें, अगर किसी भी प्रकार की कमी है तो उसमें सुधार करें। इसके अलावा जिला में जरूरत अनुसार ऑक्सीजन सिलेंडर की उपलब्धता व डिमांड भी चेक करें। आमजन को हिदायतों की पालना के लिए लगातार प्रेरित करें। उन्होंने कहा कि विदेशों से आने वाले यात्रियों पर विशेष निगरानी रखें, जबतक उनकी कोविड जांच रिपोर्ट नहीं आती, तब तक उन्हें होम आइसोलेशन में रहने की हिदायत दें। जिला में नो मास्क-नो सर्विस का सख्ती से पालन किया जाएगा।उन्होंने कहा कि हरियाणा सरकार ने कोरोना के बढ़ रहे केसों और नए वेरिएंट ओमिक्रॉन के मद्देनजर सभी निजी और सरकारी स्कूल, कॉलेज, आईटीआई, कोचिंग सेंटर, लाइब्रेरी व अन्य प्रशिक्षण केंद्र, आंगनबाड़ी, क्रेच बंद कर दिए हैं। सरकार द्वारा पारिवारिक और सामाजिक कार्यक्रमों में शामिल होने वालों की संख्या निर्धारित कर दी है। अब अगले आदेशों तक अंतिम संस्कार में 50 और विवाह में 100 व्यक्तियों से अधिक लोग शामिल नहीं हो सकेंगे। साथ ही समारोह और अन्य कार्यक्रमों में 100 से अधिक लोगों के शामिल होने की स्थिति में संबंधित एसडीएम से स्वीकृति लेना आवश्यक है। गैर सरकारी संगठनों और शहरी स्थानीय निकाय विभाग को जनता में मास्क वितरित करने की सलाह दी है।

कोविड नियमों की पालना न करने पर होगा जुर्माना :

कोविड अनुकूल व्यवहार का उल्लंघन करने वालों तथा मास्क नहीं पहनने और सोशल डिस्टेंसिंग आदि का पालन नहीं करने वालों पर 500 रुपए जुर्माना किया जाएगा। संस्थान यदि इन नियमों की अवहेलना करता है तो उस पर 5000 रुपए जुर्माना होगा। आदेशों की उल्लंघना करने वाले व्यक्ति के खिलाफ आपदा प्रबंधन अधिनियम 2005 की धारा 51 से 60 व आईपीसी की धारा 188 के तहत कानूनी कार्रवाई अमल में लाई जाएगी।

इन स्थानों पर केवल फुली वैक्सीनेटेड लोग ही प्रवेश कर सकेंगे :

उपायुक्त ने बताया कि हरियाणा सरकार द्वारा महामारी अलर्ट-सुरक्षित हरियाणा 12 जनवरी तक बढ़ाया गया है। इसके साथ ही नई हिदायतें भी जारी की गई है। अब सब्जी मंडी, अनाज मंडी, बस स्टेंड, रेलवे स्टेशन, पार्क, धार्मिक स्थान, बार, रेस्टोरेंट, होटल, डिपार्टमेंटल स्टोर, राशन की दुकान, शराब की दुकान, मॉल, शोपिंग कॉम्प्लेक्स, सिनेमा हॉल, अहाता, स्थानीय बाजार, पैट्रोल पंप, गैस एजेंसी, मिल्क बूथ, योगशाला, जिम, फिटनेस सेंटर, सभी सरकारी, बोर्ड, कॉर्पोरेशन के कार्योंल, निजी व सरकारी बैंक में केवल वही व्यक्ति प्रवेश कर सकेंगे जिन्होंने कोविड वैक्सीन की डोज ली है। आदेशों की दृढता से पालना के लिए संबंधित विभागों के अधिकारियों की जिम्मेवारी निर्धारित की गई है।

Deputy Commissioner Anish Yadav, SDM Jaiveer Yadav, SDM Dabwali Rajesh Punia, DSP Sanjay Bishnoi, Civil Surgeon Dr. Manish Bansal, Deputy Civil Surgeon Dr. Budhram were present in the video conferencing room located at Mini Secretariat Sirsa. After the video conference, Deputy Commissioner Anish Yadav said that All the heads of departments should ensure that no person enters any government office without vaccination, for this, duty of one person should be imposed at the gate of the institute and only those persons who have taken the dose of Kovid vaccine will be able to enter. All the SDMs should inspect the PHCs and CHCs in their respective areas and get information about the health facilities, if there is any deficiency then improve it. Apart from this, check the availability and demand of oxygen cylinders as per the need in the district. Constantly motivate the public to follow the instructions. He said that special vigil should be kept on the travelers coming from abroad, instructing them to remain in home isolation till their Kovid test report comes. No mask-no service will be strictly followed in the district. He said that in view of the increasing cases of corona and the new variant Omicron, all private and government schools, colleges, ITIs, coaching centers, libraries and other training centers, he said. Anganwadi, crches have been closed. The number of people attending family and social programs has been fixed by the government. Now till further orders, not more than 50 people will be able to attend the funeral and 100 people in the marriage. Also, in the event of more than 100 people attending the function and other programs, it is necessary to take approval from the concerned SDM. The NGOs and Urban Local Bodies Department have been advised to distribute masks among the public.

Penalty will be imposed for non-compliance of Kovid rules:

500 rupees will be fined for violators of covid friendly behavior and not wearing masks and not following social distancing etc. If the institute violates these rules, it will be fined Rs 5000. Legal action will be taken against the person violating the orders under Section 51 to 60 of the Disaster Management Act 2005 and Section 188 of the IPC.

The Deputy Commissioner informed that the Pandemic Alert-Safe Haryana has been extended till January 12 by the Haryana Government. Along with this, new instructions have also been issued. Now vegetable market, grain market, bus stand, railway station, park, religious place, bar, restaurant, hotel, departmental store, ration shop, liquor store, mall, shopping complex, cinema hall, compound, local market, petrol pump , gas agency, milk booth, yogashala, gym, fitness center, all government, board, corporation's offices, private and government banks will be able to enter only those persons who have taken the dose of Kovid vaccine. The responsibility of the officers of the concerned departments has been fixed for strict compliance of the orders.
